Can I file a legal complaint to a rehabilitation facility if I think I have not received proper care?

I'm not sure if this is medical malpractice or civil litigation. I went to a drug/alcohol treatment center, and I don't feel that I received proper care. I feel that my recovery was put in jeopardy due to negligence and undue stress. I was placed in a living situation with a roommate who was drinking. I turned her in twice, and they did not move either of us to a different apt. After the 2nd time, they even moved her into my core group, group therapy. With her being in my group, I was uncomfortable talking about what I felt stressed about. In addition, my therapist was more interested in spouting his own psychological theories than listening to the group. Many of the topics were also sexually explicit and nonsensical. I feel that I was subjected to unfair and sexist treatment and that my state has regressed.
